Creating Blogs and Wikis in Websphere portal 7
In order to create Blogs and Wikis in Websphere portal 7 we have to have
Blog Solo Template v70,Blog Template v70, WikiTemplatev70 Libraries installed on your portal.
These libraries will be installed by default as part of portal7 installation. if they are not there for some reason you can reinstall them following this below info center article.

Once you have those libraries installed . Create a new portal page lets say MyBlog . with Page Builder theme and 1column layout.
Add Web Content Viewer (JSR 286) portlet to the page. then go to Edit Shared Settings for the portlet
Select
Content Type = content Item
Content =Blog Template V70/Blog/Central/List of Blogs
Broadcast links = none or this portal page
Receive links from = none or this portlet only.
and save the settings.
